Ontario and Bulgaria Sign Large-Scale Nuclear Support Agreement

December 2, 2025

The government has announced a new agreement to leverage Ontario’s nuclear expertise to support Bulgaria’s nuclear energy expansion at the Kozloduy Nuclear Power Plant.

This agreement builds on discussions held at the recent World Nuclear Symposium and will help advance the construction of two new proposed reactor units — Units 7 and 8. A newly formed consortium has been selected to support a two-phase contract valued at hundreds of millions of dollars, drawing on a mix of Bulgarian, European, and Canadian expertise. After more than 50 years of successful nuclear deployment with CANDU technology, this partnership marks an important milestone as Ontario expands its expertise into the light water nuclear sector for the first time.

Ontario’s world-class workforce and supply chain are powering the next generation of global nuclear development. With SMR partnerships underway in Estonia, Poland, and Belgium, a major refurbishment happening in Romania, and the G7’s first SMR under construction at home, Ontario is exporting its clean-energy advantage, strengthening international partnerships, and creating good-paying jobs for Ontario workers.
